MISSION STATEMENT

Ethical Policing As Prevention, L.L.C. provides law enforcement in-person and online seminars in implicit/explicit bias prevention, multicultural awareness, and bystandership. Furthermore, EPAP offers a tactical training program featuring Bushido Jiu Jitsu. Our unique martial arts program equips and empowers officers in an efficient/effective, and safe resolve towards combative physical resistance.

THE ORIGINS OF EPAP

Ethical Policing As Prevention was founded and developed by two long-time friends and business associates, Dr. A. H. Sharif Salim and Ali Shabazz, in 2021. EPAP was born out of these veteran “frontline soldiers” whose desire was to become “part of the solution” in addressing the social ills and violent maladies in American society. Thus, these two educators and Hall of Famers of martial arts and professional boxing focused their attention on contributing to the betterment of law enforcement nationally, in collaboration with police agencies and community partners of the Washington D.C. area and Baltimore.

BEYOND EPAP

Beyond the proverbial mantra, “Protect and Serve,” at its core EPAP is an officer and citizen survival program and a law enforcement “enhancement” program. Police departments of the present and future must have better relationships with the community and be equipped with the knowledge and tactical set of skills to confidently and effectively intervene when misconduct occurs.
As the demographics and cultural landscape of America change, law enforcement must be able to adjust its approach and strategies to the times.
With EPAP’s curriculum centered on collaborations with the local, county, and state police agencies, as well as schools and community programs – our proven formula has shown success and improvement in public trust, thus boosting officer morale.

OFFICER TO OFFICER

EPAP has adopted and modified the police bystandership program Active Bystandership for Law Enforcement (ABLE) developed by Georgetown University Law School. This program will be further customized to address the needs of various police departments, in which we are contacting.

  • EPAP supports officers in preventing misconduct within their ranks, thus ensuring accountability in policing.

  • Active bystandership authorizes and empowers law enforcement to intervene in other officers’ unlawful actions, regardless of his or her rank.

  • As an option, EPAP will provide police departments and academies with the ABLE program. The fully interactive 20-hour virtual training program (online via Zoom).

WHY EPAP AND WHY NOW?

  • The next five years will see an increase in violent crimes and joblessness all over America.

  • EPAP seeks to enhance the social dynamic of law enforcement with sensitivity training at its academies and veteran police force.

  • EPAP believes understanding the minds of the citizenry with knowledge and empathy for police departments' diversity can prevent negative headlines, hashtags, and lawsuits.

  • EPAP seeks to incorporate active bystandership into everything an officer does, providing tools and resources to do it efficiently.

  • EPAP strives to redefine police culture so that intervention in preventing harmful actions will become the guiding rule to good teamwork.

  • Active bystandership is the last of the three major tiers to be introduced by EPAP, authorizing and empowering law enforcement to intervene in another officer's toxic behavior regardless of rank.

  • Teaching officers to strategically intervene and receive intervention will empower officers to protect their own, the public, and their colleagues' mental and physical well-being.

  • This could prevent further officers from being directly involved and/or complicit in criminal police brutality, thus making it an essential element of EPAP.

HOW WILL EPAP BRING ABOUT POSITIVE CHANGE?

EPAP has a comprehensive plan to improve  Police Departments and build trust with the community they serve. It's important to address issues of unethical policing and to promote a code of conduct that emphasizes impartiality, discretion, and professionalism. It's also great to see EPAP promoting physical fitness and community policing, which can help build trust and legitimacy with the community.

Having traveled the country speaking in town halls and introducing our program to several police departments, has made us aware that the above written policing concerns can be found in large and small police departments throughout America. It has been often stated that five of the most listed ethical issues in law enforcement involve:

the officer's off-duty life

 
acting unprofessionally towards citizens and fellow officers
difficulty in upholding the law and your rights
 
racial/ethical profiling

 
using unnecessary force

To counter and extinguish unethical policing, EPAP's "Code of Conduct" will work from Nationally recommended guidelines including

4 / maintaining confidentiality, integrity, and a professional image at all times

WHAT IS BUSHIDO RYU AILIJUJITSU?

Bushido Martial Arts Academy houses the philosophy, traditions, and teachings of the Japanese martial arts system of Aikijutsu, as taught by Chief Instructor Musuwara Ali Shabazz. Sensei Ali's extensive study, practice, and experience has developed the Bushido Ryu Aikijutsu system of martial arts self-defense. As a self-defense and combat discipline Bushido Ryu Aikijutsu is an integrated system utilizing Shotokan Karate, Jujitsu, and Aikido which enhances physical conditioning and effective self- defense.
What this program can do (even a truncated version) for law enforcement officers is immeasurable. Training officers in the containment and suppression of violence, through the Bushido approach, will have a profound and positive effect on all who will successfully complete the program. Through its use of specific techniques, Bushido Ryu Aikijutsu system enables one to control the balance, strength, and core of an attacker. The techniques are designed for the quick, effective take down of an attacker/resister, thus eliminating excessive use of law enforcers in managing agitated antagonists. Attainment of these techniques will increase the skill level and confidence of the officer.
Proper utilization of compliance techniques will reduce the use of the officer's taser, pepper spray, and hand gun as well as reduces the potential struggle of one resisting arrest and other aggressive behavior. Having been certificated from EPAP's Bushido Martial Arts program there will be a significant reduction of officers "out of control" encounters with perpetrators as well as physical struggle, beatings, shootings, and other violent outcomes from police encounters. Recent headlined incidents both locally and nationally have illustrated the critical need for better, more effective policing. EPAP through its social awareness and effective training techniques will equip, on multiple levels those who serve on the frontline of public service. Our goal is to help those who have dedicated themselves to keeping our streets, schools, and communities safe. The EPAP program and its Martial Arts techniques (for tactical training) are dedicated to the law enforcement and police officers who are mistreated and disrespected as they serve to protect, heal, and defend human life.

EPAP: A THREE-TIER PROGRAM

  • EPAP seeks to incorporate a Three-Tier program (implicit/explicit bias prevention, tactical, and active bystandardship) into everything an officer does.

  • The implicit/explicit bias prevention involves incorporating community policing ideals throughout the department including cultural awareness seminars.

  • EPAP aims to provide officers and commanders with the tools, resources, and knowledge to prevent escalation through community policing including historical studies of minorities and marginalized communities.

  • EPAP aims to increase the confidence, awareness, and understanding of society by law enforcement through multicultural and historical studies of minorities and marginalized communities.
